Microsoft Chinese Date & Time is a utility especially designed for users of the Simplified Chinese version and the Traditional Chinese version of Windows XP (Home or Professional editions). It's capable of displaying Chinese Lunar calendar as well as keeping track of time in time zones worldwide. You can change the four times displayed by clicking on the airplane icon and selecting another city. Click on the  bell icon to make that time the time displayed on your computer. You can also use the utility to find traditional Chinese holidays for years from 1960 through 2099.

Once you have downloaded the program, you must install it:

click on the downloaded program 
select “A“ (for agreeing to sell your soul to Microsoft), then click on “N“ (for next);
on the next window you select whether only you (“M“) or every (“E“) user of the computer will be able to use it, then click on “N“ one last time. 
To uninstall, use “Add or Remove programs“
If you install one and then want to install the other, you must first remove the first one: you can't have both
You can decide whether you want it to display on start-up by right-clicking the calendar/clock icon it displays in the System Tray in the lower right corner and selecting or deselecting “S“

If you cannot download from the link above, go to Microsoft Chinese Date & Time and click on “Download Simplified Chinese Date & Time Utility“. You go to a page with Chinese on it; your computer may prompt you to install Chinese.

In the little drop-down menu in the center of the screen next to 我的位置, it tells you in Chinese you are located in 美国 (Měiguó). Scroll down to the very bottom of the drop-down menu and select 中国 (Zhōngguó). There is a list of free software, the first of which (显示中国农历, 公历日期和多个时区的时钟) turns out to be Microsoft Chinese Date & Time (there's a picture of a clock). Click on the button next to it, marked 订购. Then you get some warning screens; it's about Windows Genuine Advantage; they want to check if you have a legal copy of the Microsoft software. You do, right? You have to accept before you get to download the stuff.

(If for some reason you want the Traditional Chinese version, look for 香港 Hong Kong on the drop down list. Possibly because Microsoft is afraid of offending the People's Republic of China, Taiwan is not mentioned.)
